What is SafeTravellers?

SafeTravellers’ value proposition focuses on three key areas:

  1. Enhancing border security.
  2. Boosting the productivity of Border Authorities by equipping them with advanced tools for reliable identity management and combating identity fraud across hardware, identity documents, travel documents, and biometric data.
  3. Ensuring a seamless border crossing experience for both EU and Third Country Nationals (TCN) citizens, eliminating the need for stops at border checkpoints.

SafeTravellers introduces an innovative approach to citizen identification by utilizing multiple biometrics instead of relying on potentially unreliable identity documents. Additionally, it enhances current identity verification methods at borders with a comprehensive set of tools designed to detect fraud related to biometric hardware, identity and travel documents, and biometric falsification attempts.

The solution is GDPR compliant and incorporates various privacy-preserving mechanisms, including homomorphic encryption, to protect citizens’ biometric data. SafeTravellers also offers a unique distributed European Multi-Biometric Data Space, enabling each Member State to retain jurisdiction over its citizens’ personal data while facilitating cross-border identity checks without transferring or revealing biometric information.

Our role

SafeTravellers proposes a new approach on how to verify identity at borders by using cutting-edge biometric technology, moving away from traditional identity documents, which are often vulnerable to fraud. By using multiple biometric markers, SafeTravellers introduces powerful AI tools to detect tampering with biometric hardware, catch identity or travel document fraud, and stop attempts to falsify biometric data. . The system is equipped to counter a wide range of attacks, including Look-Alike, Presentation, Mimic, Makeup, Manipulation, and Morphing attacks, as well as Identity & Document Fraud, detection of authentic documents with false information, TOCTOU (Time of Check to Time of Use), Disclosure and Sensor Interpretation Attacks, and Device Fraud attacks. The solution is fully GDPR-compliant, built with privacy at its core, and ensures that the rights of citizens are protected at all times. SafeTravellers will develop a European Multi-Biometric Data Space, which will allow Member States to safely verify identities across borders while keeping personal data secure and within each country’s control—no data is transferred or exposed.

QBE is providing the device fingerprinting technology, responsible to protect from physical device fraud attacks. This tool analyzes the unique behavioral patterns of each traveller’s physical device, helping detect if it has been tampered with, is running in an unsafe mode like emulation, or is under remote attack. By capturing these unique patterns, SafeTravellers can quickly spot potential fraud and ensure that issuing or verifying verifiable credentials (VCs) is always secure.

Objectives

The project focuses on:

  • EMPOWER Border Authorities and Law Enforcement agencies with a coherent framework to improve identity management and travel document, enhancing the security, performance and comfort of the Border checks for both practitioners and citizens.
  • INTRODUCE new capabilities for security practitioners for identifying citizens through the fusion of multiple biometrics in a privacy-preserving and secure manner, overcoming current limitations of identity documents such as multiple identities.
  • IMPROVE the security of existing identity and travel documents to combat identity document fraud, while equipping security practitioners with novel solution to defend against current and future document, biometric and hardware attacks.
  • VALIDATE the SafeTravellers framework in four distinct yet complementary validation campaigns in all available landscapes (sea, air, land and train) with the active engagement and training of the security practitioners.
  • MAXIMISE the project outreach, ensuring the sustainability during and beyond the project duration, facilitating the rapid uptake of the SafeTravellers framework, and contribute to existing standards and identity strategies.

  4. Reduction of the overall costs associated with border management and identity verification.
  5. Implement measures to decrease wait times and reduce congestion at border checkpoints, ensuring smoother and faster processing for travelers.
  6. Enhance the overall experience for EU citizens by making border crossing more efficient, secure, and user-friendly.
